Her panicking caused that guy to have to shoot her dead before she killed innocents.

Ross probably has a long & proud history of fighting bad guys. I thank him for his service, but really he shouldn’t have been in that situation. Fair to say she could have survived the forearm and breast shots.

The one directly into her temple as she drove away and the agent was not in harms way, that's the murder shot.
