I think in situations like this the cops should be allowed to only be armed with what the perp has.  In this case a big long stick, then it's game on.  No holds barred.  That's a video I'd like to watch.

Cops should show up with bazooka style guns that shoot out that foam stuff like was at the end of the Demolition Man movie.  When Stallone crashes the car at the end.  Spray down the person encasing them in foam.  Transport the person to the holding cell and spray something else on it that breaks down and the person is fine.  Everyone wins.
