This lady came up in Cali politics, worked at a Cali university as a regent, worked representing Union workers in Cali, worked with Uber and AirBNB on public policy, took a job in DC as Prez of a large PAC involved with getting women elected. That’s qualified to make some votes over next 12 months. 

I think there’s a good chance she won’t run for the seat and is just holding down the spot which IMO would be ideal.

Mature analysis involves various techniques, not simply a univariate analysis.  I am no more concerned about the skin color of people in Congress than I am about that same factor in the NBA. Moreover, behind your assertion is an implicity suggestion that skin color defines mental acuity, and I think that is particularly macabre. 

Disparity is not some indicator of a spectral inhibitor.
