Employees aren't allowed to intervene and stop anybody, the police won't show up to arrest anybody and D.A.'s don't prosecute for anything under $950 as it's considered a misdemeanor and a waste of time. 

So, yeah, in effect, shoplifting is quasi legal in California. 

 

That is starting to change, however. Thieves have become so brazen in recent years that something had to give and citizens are starting to intervene because they're getting fed up. Which is causing some localities to start cracking down on shoplifters. They still won't get prosecuted but at least they're getting arrested and their ill-gotten gains are being taken away.
