They admit spending approximately 110 K on each one in the early years, but also say that all those costs and more are recouped after 20 years. The problem is, they make it impossible for anyone to verify that. Whenever I've had a debate with a fellow Minnesotan who believes that, I always close with this argument. If the State is correct in stating that they turn out to be a huge windfall after 20 years, explain this.
