There is some value in that as the POTUS is ultimately the CEO of the government. What qualifications does a senator have? That they can stump for votes and measure the public opinion winds of change? Ultimately a governor has been the CEO of the next highest level of government, a state, which is why i deem it the most reasonable qualification you can have for the job.
