That quote comes from a letter presumed to be written by Franklin regarding an ongoing debate between the Governor and Assembly of Pennsylvania on how to finance defense for frontier attacks from the French and Indians during the French and Indian War; specifically whether the land of the Penn family should, or should not, be taxed. The Penns offered money for defense and in return the assembly would have ceded their power to tax their lands, which is the "purchase" of "temporary safety" referred to.
