I mean these are things you have people for. The hurricane hits and aid is being discussed. Someone somewhere, with evidence, probably got to Trump and just wanted him to know that while aid is of course good, PR is very corrupt and mismanaged. Trump, being who he is, has no filter and started calling them out. THIS is the difference. Past Presidents would be quiet about it, accept it as what it is, and try to work around the issue.
