How much handout do you think welfare was paying? It was $3000/year. Read it again, $3000 a year. People have 10x that amount a year in loans. That handout was to provide 2 humans a way to stay alive for a year, not for optional adult education. 

Today, 1 child to 1 single mother gets $5100/yr. in the state of NJ. I really wish people would stop complaining about welfare/TANF benefits. It's only enough to prevent people from starving and living on the streets. Of course, it never paid enough to cover rent, which is how people get stuck in the cycle of poverty. You have to get rental assistance or live in the housing projects to be able to afford rent at very low prices. Once in an area where there are no jobs, no good education, safety or decent healthcare, you're stuck. It was only a miracle of an ex-boyfriend that saved me.
