I know what they didn't do. The absolute last option is firing on civilians. They didn't use all available options INDOORS is NOT OUTDOORS 

 it's way easier to control a crowd indoors in a confined space.

To me it’s crazy no one else did get shot.

You see those pics for the other entry points to the House Chamber where the cops all had weapons pulled aimed at the doors. Luckily those entires were barricaded better.
