I am going to go out on a limb here and opine that this would be unconstitutional.  Certainly it would be extra-constitutional as all rights and powers not explicitly granted are reserved to the people, so not Trump.  Still and all, the man says some really silly hoping for a reaction, or not thinking at all.  I do not take the possibility as anything remotely serious.  I do think the man ought to learn to check his mouth.  Sadly, I think he likes causing an uproar.
