We don't need to be "at war" to replenish anything military related.  

If that's the case why did we continue to build military guns, ships, jets after WW2. 

Technically, we haven't been "at war" since WW2. 

Could you imagine if we didn't build anything new or replenish stuff since 1941? Our military would suck ass right now.

IMO, we need more. 

A million shells really isn't that much considering the size of our military.

I only hace 3000 rounds of 5.56/.223.  I do have around 10,000 rounds total.  I should go shooting this weekend.
