Sure, sounds like it can maybe help increase rainfall by 5-10% if they’re lucky and in a small area.

I didn't say it was responsible. We do mess with the weather. I wonder if the ground was extra saturated when that flood hit.

If you think it's 100% impossible that the tech exits to really mess with the weather, or that certain groups wouldn't use that tech to mess with the weather, you are extremely naive.

I'm not saying that it is what happens. I'm just saying it's possible. Just think about all of the trillions of dollars that have been syphoned away from tax payers. You know a large chunk of that was used for developing and testing tech far more advanced than what we see.
