And there are background checks in acquiring a medical license and hospital privileges, but I'm sure they'd be more intense if I were being considered for Surgeon General.

A law enforcement agency would need probable cause that a crime was committed in order to get his phone and info therein. 1 warrant for the phone, and 1 submitted to carrier for the data. Or, he could consent and hand his phone over if they ask. I guess it could contain texts or emails where he talks about lying or remembering the sex assault.
