It's a good question. It's a soft way to say she won't run for POTUS and won't accept any offer for any attempt to have her run for Senate. 

If Oprah ran for POTUS 2024, she'd win. Hands down she'd win. As stupid as that sounds. She would have suburban women voters locked up. All of them. Even across the aisle. She'd also have Hollywood and it's massive fundraising machine. She'd have the social media platforms of every major hitter in the industry by proxy. Taylor Swift, Beyonce, Ariana Grade, Cardi B, The Rock, Kevin Hart, etc, etc. 

Oprah is like Elon Musk and very few others where they extend beyond celebrity and move into a "cult of personality" zone. That means Oprah can denounce someone in public and destroy their business. She keeps doing it and someone will eventually kill her enemies for her. 

However she is seen as too headstrong by the DNC. Also her past will come back to haunt her. The LGBT community will run purity tests on her as to why she chose a certain public path for so long. She might win a general election, but she'd lose all her other influence on the back end once that political career was over. Eventually those same suburban women voters, many of them, would turn on her. 

EDIT: On the angle of Abrams herself, no one believes she can beat Brian Kemp. It's a way to funnel dark money through the campaign and it's a way to give jobs to Obama loyalists that no one else wants to hire. For example, Jennifer Dillon is currently the Deputy COS. She used to run Beto O'Rourke's campaign. She had to be placed there because no one else who wanted to actually win would hire her. So O'Rourke, that the DNC knew could not win, had his campaign turned into an Obama clearinghouse to park incompetent loyalists to keep them on someone's payroll. Also Obama, because he's incompetent, might believe Abrams needs her profile raised to be a potential running mate for Gavin Newsom if they can get rid of Joe Biden. 

Another good reason Oprah should have for wanting to stay out of all of this is that the DNC needs Joe Biden out of the way. But he's close to a lock to keep the nomination if he simply just shows up. Jill Biden and Neera Tanden have no desire to give up that much power. So David Axelrod, Obama's majordomo, has to assess how to "get rid" of Biden. Do you think Oprah wants to get in the middle of something that deep? 

How would that look though? Abrams, who keeps screaming about racism, bending the knee to be the backup for Newsom, the archetype Ken Doll, who exemplifies the worst parts of perceived "white privilege" But Obama is that stupid, hence why he ran the country in the ground for 8 years straight, then he's running it more into the dirt by this being his "Shadow Obama Regime", well until Susan Rice got the boot.
