The RRIA and MPAA had an agreement, maybe even legislation I forget, with the internet service providers to do that because the internet service providers refused to give up and rat on their customers. Actually soldered in new chips to run firmware that would download a blockbuster game to the hard drive. The firmware was obviously illegal and hard to find.
