Why Was Pacific Palisades Reservoir Empty?

It probably wouldn't have made that much of a difference if it had been full.

Had the reservoir been operable, water pressure in the Palisades would have lasted longer on Tuesday night, said former DWP general manager Martin Adams, an expert on the city’s water system. But only for a time.

“You still would have ended up with serious drops in pressure,” Adams said in an interview Thursday. “Would Santa Ynez [Reservoir] have helped? Yes, to some extent. Would it have saved the day? I don’t think so.”

A DWP official acknowledged that the reservoir’s absence likely contributed to some diminished pressure and dry hydrants in upper regions of the Palisades.

Two important facts to consider: 

1. The Santa Ynez Reservoir in Palisades, which was offline, is not owned or managed by the State of California, but instead by LA County Department of Water and Power. So anyone who attacks Newsom for this is uninformed. 
 

2. According to most experts, including the retired fire chief, if the Santa Ynez Reservoir had been full and online it would have helped only minimally and the effect would not have been substantial:

Fair point on number 1, but on the second point the way fire spreads, minimum impact on day 1 is exponential benefit down the line.  How many more flare ups or even large fires started from what could have been extinguished from that minimal help?  Obviously we will never know but that seems an odd defense for someone.  It's kind of admitting that "we were wrong, but it really wasn't all that bad".  It's probably worse than someone who is wrong is admitting.  Now, it's fair to mitigate it and say it wouldn't have totally fixed the issue but there is some truth to both sides here it appears.

In addition, it goes without saying that to whoever lost their homes and lives may be in shambles in that minimal impact, they'd have preferred their leaders take appropriate action.

The resivior pumps NEVER LOST POWER. They're powered at the resivior, not in the fire. THE THE RESIVIOR WAS EMPTY!! 

This fire could of been 100% contained days ago if they accepted help the first time it was offered.

The impact would have been way less significant if they had cleared the brush and  vegetation but it wasn't in the Budget. 

100+ fire trucks were out of commission because the DEI Mayor's budget cuts laid off the necessary Mechanics. 

But at least they got a beautiful new Tranny Shelter and DEI Training Facility

As high winds stoked flames Wednesday morning, firefighters could be heard on radio broadcasts relaying an alarming development.

“We’ve lost most of the hydrant pressure,” one firefighter said around 2:45 a.m. as he requested help refilling fire engines, according to a county dispatch recording.

“Got dry hydrants,” said another.

It’s not a defense I am making, it’s what the fire chief says. Personally Im not enough of an expert to say. And despite what people may think I don’t have a political axe to grind here. If it could have made a difference and if somebody screwed up I’d like to know and hold them accountable.
