I think it's clear the first two officers were not really helping the situation but at least had some semblance of control. The third guy overreacted and then made her car more of a danger to everyone else there. You can also see in the foreground that an officer sort of jumps at teh gunshots as he was not expecting them. 

Furthermore you acknowledge she was being told to move her car. When she went to move it- she was shot at point blank range 3 times

Funny, they didn't show any concern when Cally Jo Larson was murdered on Tuesday, April 20, 1999. (same day as Columbine) about 15 minutes from my hometown.

The 12-year-old was raped, strangled to death & hung at the top of the stairs in her parents home in Waseca, Minnesota. Her 15-year-old sister found her. Imagine how many years of counseling it took her to erase that memory, if that's even possible ?

She had arrived home from school and interrupted an intruder, Lorenzo Sanchez, who was burglarizing the house.
