What do you mean “effective”?  It was 95% effective in the trials against the Wuhan strain it was designed for, by definition that means “breakthroughs happened.”

No most of them didn’t get it at all before Omicron due to actual lockdowns.  But Omicron was much more contagious.  So even if it was slightly less deadly to someone that hadn’t had it before (than prior Covid strains, still more deadly than flu), it was far more contagious, resulting in more deaths.  This isn’t rocket science.

Rand Paul had the best questions to a scientist on this topic. Basically grilled them into admitted they never even tested to see if it did or not.  The scientific community "just went with it".  When asked how long that testing would take they acknowledged it could be done very quickly.
