The other day the Senate, in response to Fetterman wearing a hoodie, passed a law requiring a certain amount of decorum in what is worn on the Hill. A lot of liberals mocked this as a waste of time. But I liked it. I believe such things can be important.

KinIson here is making light of the tear-jerking commercial made just feet away from the starving kids. He's also making fun of the starving people living in the desert. He's not directly mocking the starving people.
