Under the Trump administration 4 banks worldwide were allowed to hold money from Iranian oil sales to 4 countries, including India, South Korea, and Turkey…. Under the Trump Admin deal that preceded Biden hostage deal, Iran could draw on that money for humanitarian purchases that had to be verified by the US Treasury. The money sat in a South Korean bank because it was held in South Korean won and no int’l banks would convert the won to dollars for fear of sanctions violations. This was NOT US taxpayer money.
