It doesn't belong anywhere, but it belongs with the states more than at the federal level.  At the federal level, it's a compromise.  It's not the best choice, but it's the easiest.  The best choice is that it's a medical issue where the person pays for it if they want it.  I'm ok with a federal guideline like we have with smoking and drinking.  Not so much the age, but stage in pregnancy... but the one thing it should NOT be, is a constitutional right.  hth
