He's talking about the European tariffs.   See, Tim is 100% Ok with Europe putting tariffs on our goods and feels we should not have any tariffs at all on anything.  And when we add tariffs, and Europe increases theirs(which Tim says is bad) he blames the US for it.  The only bad hombre in the tariff conversation is his home country.  When others do it, he doesn't care.

Except the government is collecting the tariffs.  Effectively this is government income in the form of a tax.  I'm usually for lower taxes and have some reservations about this situation, but saying we gain nothing isn't correct.  It is income into the federal government, a reduction of deficit/debt.  It's essentially a foreign goods consumption tax.  There's also an impact of bringing jobs to the US to save these tariffs on the part of foreign producers.

South Korea-based Hyundai and President Donald Trump announced a $20 billion investment in US on-shoring on Monday, which includes a $5 billion steel plant in Louisiana, at the White House Monday.

The $5.8 billion Louisiana facility will be the car manufacturers’ first full steel manufacturing facility in the US and will produce more than 2.7 million metric tons of steel a year and create more than 1,400 jobs. It will supply the steel to auto plants in Alabama and Georgia.

Yes there’s going to be all kinds of anecdotal stories about companies coming to the U.S. investment in the U.S. etc. But they won’t come close to making up for the cost of these tariffs. According to the vast majority of economists from all sides of the political spectrum, there will be far more jobs lost than gained and the rise in prices will be extremely painful.
