Yes and here is the original tweet.  At :36 he is free and clear of the passenger side of her car.  The reversing of  her vehicle puts him in front of her car, not his actions. There was literally nothing impeding her to drive forward and leave before she reversed, and the agent was still well out of the area in front of her vehicle.
