Many of these leaders have a charisma that these scumbags want to follow. That is not easily replaced. In addition, they have a very limited communication chain with the rest of the scumbags that is not like a business Org chart. It is not easy for the next guy to know what everyone else is doing. But remember, the capture of Saddam, the death of his sons, were all supposed to slow things down too, and look how well that turned out. It's hard to imagine this not helping though. Good news.
