Once their status is changed to citizen they are going to be able to freely travel to the US using their EU passport. And even then just getting through the UN they have no idea whether they'll end up in the United States or in Kosovo. Once the shooting starts, the guy coming off the battlefield is obviously far more dangerous....But we have way more safeguards in place for catching that guy before the shooting starts. Safeguards over there, Safeguards here, a pilgrimage he has to take undetected, airports and gates and checks he has to get through, multiple intelligence agencies from multiple countries working on keeping him out, etc. The kid on his computer is almost infinitely more difficult to catch. He doesn't have to pass through any airports or security checks. He doesn't have to take any trip undetected to get training first. Basically we have to hope he clicks on the wrong link, otherwise the "intelligence agency" with the best chance of catching him is a parent or girlfriend that loves him and is probably drunk half the time. Then it's just math in terms of who poses the bigger risk. Maybe a trained killer can take out 25, whereas a goofy school kid can take out 5.
