No, the reason that it is a vaccine is because it meets the definition of a vaccine.  But it would have never been approved as a vaccine if it showed 0% efficacy.

Careful, many people think that if it's possible to get infected after being vaccinated, that means "it doesn't prevent infection."

Exactly.  You can still get covid after getting vaccinated, absolutely, but the vaccine does have some efficacy at preventing infection.
