I could have very well missed something reading that bill, as my eyes haze over a bit trying to read legalese - but what I saw is the blurb that "includes but is not limited to"  surgeries and hormone therapy.    

That's what gives me pause about some of these bills and the motivations of the people proposing them.  It seems like many of us have 0 issues with it blocking those two things for minors, but if it's written in a way that can expand out from there and overreach and start to block people's care that even you admit might have merit, that's when I am hesitant.  I would guess the writers of the bill would claim it's vague to include future permanent treatments they can't think of yet, and opposition to the bill would say it's because they are anti-trans and going to block all care for them.
