John Malkovich (I think that's how you spell his last name) said in character in the movie "In The Line of Fire" that all it takes to take human life is to be willing to trade one's own life for a victim or victims' lives. I think that will always be true. We can address "weaponry", but as long as a person is willing to sacrifice their own life to kill others, the means to do so will be attainable.
