According to the Atlanta Journal Constitution, the Kemp administration made no such claim.

The video evidence indicates convincingly to me that something fishy appeared to be going on in Fulton County that day, but if anyone is holding out hope that never-Trumpers like Kemp and Raffensperger are going to look into or take seriously allegations with voter fraud that occurred there, it's not happening.
