No it's not hypocritical.  The plan with Kamala is for her to absolutely do nothing as VP, because if she does, she has to take ownership of the current administration (which she should already have, but people are easily duped).

This is why, for instance, she won't invoke the 25th amendment, despite the fact that a brain dead person is currently at the helm.
