Don't we want everyone driving a car on our roads licensed to do so, so they are tested and have a understanding of motor vehicle laws? What is the downside of doing this...it is not like someone is going come here illegally just to be able to get a driver's license.

I'm coning around on this idea.  Get their real identity in the system, like I have to prove when I go get a license.  Then print ILLEGAL, NOT ALLOWED TO VOTE. at the top.  Make it a lot easier to round them up when the time comes.
