I did some research and apparently the answer is no. In order for organs to be harvested the heart has to still be beating (which means the person is still alive) and shooting victims are likely to be dead or dead by the time permission can be given by immediate family.

And yet they don’t even acknowledge it, for political purposes. They would rather sick the ATF and FBI on legal gun owners than the ones doing all the carnage with illegal guns. There are no laws that need to be changed to get a handle on this.

I'll try to run down where I saw it.  I couldn't find it quickly in my search history.  I believe the stat for 2022 was 47% of gun crimes occurred in 1% of counties.
