If you YouTube there's some first-person views of the ride it looks like it would be hard to actually catch your head in the netting to decapitate yourself. Pretty small holes. A tree just happened to fall as they rode by and killed both of them. And the family with a straight face got in front of cameras and say it was God's plan. I'm like what the f***? Some things you just can't shake, no matter how much you don't really believe. Nah, the guy who got in trouble was an ordained minister that was basically running a church out of the apartment the government provides as part of his compensation. That's pretty clearly a no no.
