The Skins since Rypien ain't any better. Not sure Williams would've made the list anyway. Dilfer's numbers are fairly similar. If I had to choose, I probably would've chosen Dilfer because he played more games. For both Williams and Dilfer, the defenses were actually really good, it was their offenses that sucked. Dilfer was more turnover prone, but I think that was more due to WR ineptness than Dilfer. If he didn't get hurt, Dilfer probably wins a that Super Bowl in '99 with the Bucs.
