I'm guessing it's a matter of if people report something to the powers that be on Facebook and Twitter for a ban or suspension.  So if this lunatic doesn't have many friends, it probably doesn't get bounced up the chain for any to review and give him the ban.

If you think about it with a level head, we could get rid of about 56% of our violent crimes by getting rid of 7% of our population.
