Some of this could have been addressed by dams, levees, reserviors and detention ponds but those things are tough to implement in Califiornia due to regulations. Too many reputable scientists were calling "bunk" on it. This is all just leftist run political theater to keep their liberal voters in fear. And it works for them. So they will continue to do it even though there is no merit behind their tactics. Normally, these winds race up to around 70 to 80 mph, but every now and again they surpass 100 mph. In the case of January’s jet stream, models are already signaling gusts that will likely exceed 200 mph over the next 6 to 10 days. These strong winds will quickly steer bursts of moisture from the warm tropical Pacific waters toward the West Coast at a rate that hasn’t been seen in years. The last time a jet stream stemmed across the entire length of the Pacific Ocean with westerly winds of that magnitude was back in 2019, when the West Coast saw intense rain and snowfall and most of California was able to get out of extreme drought. If this jet stream continues to bring strong westerly winds toward California for the next six to 10 days, the flow off the jet stream will help transport tropical moisture from as far away as Indonesia, becoming a unique type of atmospheric river commonly called a pineapple express. A series of pineapple expresses — channeled into the West Coast by that strong jet stream — is slated to roll into the Bay Area and most of California over the next couple of weeks. This is going to raise the risk for excessive rainfall as storms tap into the moisture and are steered toward the Golden State. One storm after another will hit through the middle of the month, straining drainage systems across the state and raising the risk for extreme soil erosion — aka landslides — as rain falls on saturated ground.
