No, A Gov cannot just "pass things".  You are wrong.  Maybe you're referring to laws that are passed?  That would be correct in that residents don't vote for every law passed by the legislators.  You vote for legislators, and then they are elected and pass laws on your behalf.  That's how it works.

As far as "tax per mile", all I can find is a proposed new tax for driving.  Instead of gas tax which doesn't hit electric vehicles, the new tax would hit them, with the intention to pay for roads.  It would be a law, passed by the legislation, and not a thing that Newsome passes as a king.
