Voting on only this one matter.  No other work can proceed until this is resolved.  members-elect are not sworn in until this is resolved.  They are allowed, as members-elect to enter and vote on this one issue only.  No other votes can be taken.

 

To my understanding they are credentialed to enter the building and their offices and to pay office staff while only members-elect but cannot conduct legilative business.  I believe they are also denied access to any secure documents until sworn in so committee work does not move forward, but could not at any rate as committee assignments are not made until the Speaker is chosen.
