Almost everyone voted by mail because most residents of the county were at least a 45 minute drive in perfect weather to the polls on narrow, twisting mountain roads. If snow were to fall on or near election day, those people may not have an opportunity to vote in person. This is not a big deal, fraud was/is not a problem, and nobody gave a fock until turnip decided he couldn't bear to lose and turned it into a shlt show.
