Those were his words. In McCabes words we have a disagreement as both sides claim different about what was said. This may be cleared up if the transcript is released.

 

However, No FISA = No Russia Investigation appears to not be accurate. Pages warrant in question was late October 2016, correct? After he had left the campaign and after the Papadapolous info (as this memo even states...this memo refuted the claim that no warrant = no Russian investigation). The dossier isnt what initiated the investigation nor Mueller.
