I work in multiple states. I pay taxes to them. Also, if you haven't noticed, all states have a say in the presidential election.

Can anyone take classes? I have used community colleges for "interest" classes all my life. But, I paid tuition. Never bothered me at all. So if I'm 45 and work full time, can I get free classes? 

And I realize, the classes aren't free because the community pays for them, but am I paying for my 60 year old neighbor to take a free needlework class to keep her busy?
