My best guess is that Trump was told about using UVC light and disinfectant to sanitize surfaces. Since he mentioned those together, that is the most plausible explanation. So he thought “why not try these inside our bodies?” Which is crazy. But he is ignorant of medicine and apparently even basic science, so to him it seemed like a good idea.
