You're first 2 sentences not mutually exclusive. A 40 year old mother can have a 20 year old son, and hence be two consenting adult humans.

 

That said, incest is bad. It could result in reproduction. A result that affects everyone, not just the parents. When your actions create a negative impact on the public, the public has a right to restrict those actions.
