Yarp.  He has a sort of lazy or slurred enunciation sometimes, which gets extra scrutiny because of the demented things he does say, but he's not that far gone, yet.  Same thing with the clip where he says "I'm going to be Joe Biden" and it sounds like "beat Joe Biden".
