It has been for the most part from what I can tell.

However, I can understand why the authorities have been slow to release this, as they may be concerned that it will lead to violence against those in the trans community in Nashville and other places as some sort of retribution (which doesn't seem that farfetched judging from the hatred/venom and transphobia expressed against trans folks on social media).
