Ukraine wasn't making any significant gains in Donbas and perhaps hoped this attack might alter that status, along with the other benefits. Reportedly Russia hasn't budged many elite troops from Donbas yet, indicating they also believe that's the true objective. But eventually they'll have to if they want to kick Ukraine out. Then maybe comes the big counter-strike in Donbas.?.
