There really isn't a difference between a dictator and king / queen.  Except perhaps Kings and Queens claim their authority to rule comes from divine right or that they are literal gods.  A dictator has no ties to religion and is just a really big mob boss.  Queen Victoria was a dictator.

Human history shows societies flip back and both between absolute rule by 1 individual and rule by a governing body.  Every time society flips from one to the other, it is couched in terms such as "modernizing" and "updating".  But really what drives it societies drift towards governing bodies but a super charismatic leader can suddenly appear and overthrow them at any time.
