I don't think it was approved per se; I think the new study was required in the process of doing so, so the opponents see it as a bad sign. But they left open various scenarios including zero drilling. It actually strikes me as a shrewd political move -- give the illusion of trying to help the fuel situation, while simultaneously telling the green folks that it will never happen. Most of the items on the list are earmarks, stimulus and other forms of funding which is just highly inflationary.
