Black people do adopt but I'd argue that historically adoption agencies wouldn't give a black family a white/different race child but would give a white family or single person a black/different race child. Slavery was long abolished in Mexico while California was still a part of the country and California was admitted as a free state in 1850, mere months after the gold rush started.
